NEW BUSINESS:

  1. Installation of Officers - Tualatin Valley Council
  2. Kay Rogers -- Madame President, I move that the 50 cent assessment on Mid-Winter and Summer Festival attendees be used to administer Federation activities and programs. Passage of this motion would require the changing of the Practices and Procedures, Section V, page 13 paragraphs 1 & 2, and Section VIII, page 2, line 32.

    DISCUSSION: This assessment is already being collected and is a good way to get non-federated dancers to help support Federation activities, since they do not contribute in any other way.
  3. Bill Rooper -- Madame President, I move that, beginning with the 2004 Mid-Winter Festival, future festivals are no longer assessed 50 cents an attendee for the Festival Insurance Fund.

    DISCUSSION: This Fund has become a bone of contention, mainly because it has not been used for the purpose for which it was originally set up -- that of reducing insurance premiums on clubs and/or members. If it is not going to be used for its intended purpose, then we should no longer collect money for this fund.
  4. Bill Rooper -- Madame President, I move that the insurance premiums charged by USDA be reduced for our Federation members in the amount of $1 per person for the year 2004. The money to make up the difference to be taken from the Festival Insurance Fund, and as of June 30, 2004, when all the premiums have been paid, any balance to be transferred to the regular Insurance Fund to be used for future insurance expenses, such as computer upgrades and replacements.

    DISCUSSION: This will apply most of the balance left in the Festival Insurance Fund to the purpose for which it was originally intended and the small amount left over will be used for insurance expenses.
  5. Kay Rogers -- Madame President, I move that the Oregon Federation place a full page ad in the 54th National Square Dance Convention® program book.
