PRESIDENT – Joyce (Mike) Welton
Shortly after the Mid-Winter Festival, Dave Cooper resigned as 1st Vice President of the Federation. He will be sorely missed. One of Dave’s ideas—a “New Dancer Dance”—has now come to fruition and was a great success.
I have appointed Robert Swee as 1st Vice President to complete Dave’s term. In addition, Robin Doglio of the Red Rock Squares will represent Central Oregon as a delegate.
I also came across another valuable resource on Facebook: Square Dance Revival. I encourage you to check it out and share the information with your area clubs. The more resources we have available, the stronger we become.
Social media continues to play an important role in promoting our activity. If your club does not already have a Facebook page or website, there are resources available to help you get started. Kathy Roberts recently presented an excellent educational seminar on Facebook—please feel free to reach out to her for assistance.
1st VICE PRESIDENT – Robert Swee

2027 MIDWINTER FESTIVAL - Brooke Davison
We will have our first committee meeting on May 17. The website is up and running! We sold 111 pre-registrations at Mid-Winter, which gives us a great start! I am working with other festivals in Oregon, California and Washington to either advertise, donate ribbons or trade ribbons for raffle baskets. I have provided flyers to all delegates, please bring them back to your area and distribute them to your clubs! With no Summer Festival, we can start promoting sooner than usual. Mid-Winter 2027 will be January 29, 30 and 31, 2027, the theme is "Diamond CIR-Q-L8 and Roll to Mid-Winter in 2027". Ted Lizotte is the Featured Caller, Pamela and Jeff Johnson are the featured Cuers and Trevor DeWitt is the featured Clogging Cuer.
I posted a letter about conduct and expectations towards hotels. We received complaints that square dancers were yelling and berating hotel staff regarding early check-in and extending checkout times. It almost cost us one of our contracts. The hotels will be enforcing early check-in fees of $5 or $25, if the rooms are available. We do have 2 contracts now. Joyce - please take the information back to the clubs that the dancers need to be respectful or we could lose our hotels. Zola – did you give a copy of the letter to the hotels? Brooke – yes.
2026 MIDWINTER - Karyn (Matthew) Buchheit
We had a great Mid-Winter Festival this year. The decorations were super – thank you Kathy Roberts. We tried several experiments this year and the committee has discussed the pros & cons of each of those. We did have lower attendance this year than last with 707 registrations, 51 of those being youth. The loans were repaid. We did make a total profit this year of $4,387.81 with $2,193.91 going to Emerald Empire and $2,193.90 going to OFSRDC. The checks were given to the Emerald Empire treasurer and mailed to Lane Clem.
OREGON FEDERATION NEWS - Tim (Kathy)Roberts
We sit at 835 subscribers. I still only get club news reports from about half of the clubs. It's free advertising!
2ND VICE PRESIDENT – Sarge (Cece) Glidewell seated for Julia Buchheit
I will need to know the number of state directories that your council and clubs want at the summer meeting. Please remind your clubs and council to update the officer/club information on the state website. Please also remind your clubs that if they are just updating dance information – please do not go through the entire form and submit – they can edit/update dance information. There are several clubs who have resubmitted full updates at least 4 times since January with no actual information changes for officers/club.
SECRETARY - Lorri McIntosh
No Report
TREASURER – Lane Clem
Reports were provided to all members at the meeting.
Attached are the Federation’s Financial Reports as of March 31, 2026. The following are a few highlights of the reports:
1. Balance Sheet Previous Year Comparison – total assets for the Federation show a loss of $19, 377.97 over that past 12 months. This decrease is primarily accounts receivables that have been eliminated.
2. Profit and Loss YTD Comparison – this compares the total income and expenses for our current year-to-date to the total in the previous year-to-date. The biggest difference in income was a result of an adjustment to delete a $3,000 negative balance in Unapplied Cash Payment Income which increased our income by $6,000. Other increases and expenses offset each other. The bottom line is an increase in income of approximately $6,000.
3. Profit and Loss Actual Vs Budget – This report is only a tool to help us keep on track with the income and expenses we forecast at the beginning of the year. The bottom line is that we expected to have lost $1,648 by this time, we have actual gained $2,757. Before we celebrate… This comparison will fluctuate throughout the year as income and expenses don’t always appear during the month they were budgeted. The test of the budget will be in the comparison at the end of the fiscal year.
“The Rest of the Story”
1. Soon after I took over the position as treasurer, I discovered (a little too late unfortunately) that Washington Federal had rolled over our CD to a 5-year term at .03% interest rather than the 4% we had been earning. To salvage what I could, I withdrew the CD with a $75 early withdrawal penalty and deposited the funds in Key Bank at 3% interest.
2. In March, we were informed by Intuit that we could no longer use our desktop Quickbooks program and must convert to their on-line subscription version. Reluctantly we purchased the on-line subscription at their current price of $38 per month. We have no protection against price increases in the future.
3. Since the basic Quickbooks version does not have budgeting capability, all of our reports that contain budget item (such as the P&L Actuals vs Budget report) will have to be constructed manually.
4. Spent many hours acquainting myself with the on-line version of Quickbooks which is as different as night and day from the desktop version.
5. I changed our CDs at Oregon State Credit Union to compound interest rather than accumulate the interest in a low interest savings account.
Tim Roberts and I are researching other bookkeeping programs. Peachtree is one that we are looking at. Some programs are free, others are more cost effective than Quickbooks is currently. The free programs overall are not user friendly; the user-friendly programs are expensive. Our Quickbooks subscription is month to month so we can cancel it if we find a better option.
MEMBERSHIP CHAIRMAN – Susan Harrel
Dues are due on 1st of July. Please be sure to give them to the treasurer or Sue prior to July 1. I would prefer to receive the dues personally. Checks are to be payable to the OFSRDC.
INSURANCE CHAIRMAN – Vicki Pounds
September will start enrollment for 2027.
Zola Jones asked if the price for insurance will be? Vicki Pounds - that will not be known until the end of October. Brooke Davison - there is a rumor the price is set at $7.00 Vicki Pounds - the information is unconfirmed.
With classes being completed, we added 97 new individual dancers to our clubs.
January 2026
Total club membership: 1,579
Total members: 1,284
April 2026
Total club membership: 1,690
Total members: 1,381
There have been 4 accident reports, all 4 at Midwinter.
A timeline for electronic insurance enrollment for next year is in the works.

MOTION: Kathy Roberts motioned to have the deadline for nomination form be moved from June 7 to July 15th. Zola Jones second the motion.

Joyce - Grant Committee received 2 requests for grants. The first is from Thomas Buchheit to attend caller school in Penticton, Canada. Thomas’ budget is $500 for the school, hotel will be $1,200, and food $100.
MOTION: Kathy Roberts motioned to award Thomas Buchheit $500.00 to attend caller school. Brooke Davison second the motion.

EDUCATION/PUBLICITY - Kathy (Tim) Roberts
I posted the updated 2026-2027 OFSRDC Club/council 2-4 Day festival flyer on the Federation’s Facebook page. I still need flyers for the Strawberry Festival, Buckeroo Round-up, Beachcombers’ Birthday Celebration, Battlerock Festival and the Scares Squares Festivals. Sadly, the Country Cutups Spring Fling has been canceled this year.
I would like to encourage everyone again to use the OFN and see how many clubs were using the free advertising of the OFN and Facebook to publicize your dances and lessons. These tools are free and flyers that are posted are viewed worldwide.
If your clubs are struggling to figure out how to update the website with your club information or on how to post flyers to the OFN, please contact me. I can either help individual clubs or schedule a workshop in your area.
Our annual Training Seminar will be held the weekend of our September meeting. If there are any areas that you would like more information about, please contact me.
I continue to monitor the Federation Facebook page. I continue to post flyers from other Square Dance pages to the Federations’ page, monitoring activities, offer assistance when needed, and remove spammers. Please remember if any of clubs need help creating flyers or help posting, please contact me. I am here to help.
Vicki Pounds - I would like to have information on how to deal with clubs’ basic business information. How to operate legally and how to handle board hand overs.
HISTORIAN - Marilyn (Ron) Schmit
I continue to shred old documents as I find them in various containers. I continue to look for banners, flags, etc. to turn over to Dave Cooper for his wall at the Beachcomber’s Hall. Hoping to bring a bunch to the meeting to hand over.

Any youth dancer who is high school senior (or equivalent if home schooled) through college junior is eligible. This is also available for those who are pursuing trade schools or apprenticeship/journeyman programs as well as 4-year colleges or community colleges.

There is another square of dancers who show up randomly for workshops. We are about halfway through spring lessons and will be back at the dance hall in the Fall. This summer we will be doing some promotional demos with the dancers we have on hand. Also of note is that Potato Festival is canceled for 2026 but we are hoping to try again in 2027. More will be revealed as we continue to keep this club active.

September Federation meeting - The TVC is proposing that the Hayshakers host the September meeting for the Federation on the weekend of September 11-12th, 2027. The Vice President of the TVC, Judy Schnase, would be the coordinator for finding the caller and cuer.
The Hayshakers dance at: Pacific Grange, 90475 Hwy 101, Cullaby Lake, Warrenton, OR. Warrenton is about 15 minutes away from Seaside. Dry camping is allowed at the Pacific Grange. One other house nearby would also be available for RV parking.
Depending on the number of attendees for the Saturday night dinner, they may consider eating in shifts. The hope is that the Federation meeting is far enough away in time from the Seaside Sashay that people would still want to go to both events.
What time would you like the meeting to start on Saturday? The meeting is from 9-12 on Sunday.
State Delegate for next cycle - Marie Clem will most likely be the new TVC state delegate for the next cycle starting in September.
Tri Council Dance - May 30, at the Washington Grange in Vancouver. Evergreen is hosting with the featured caller being Scott Zinser and the featured cuer being Susan Healea. Starting 7:00pm until 9:30. Mainstream with 3rd tip plus.
Valley Squares - May 1st, will be both the dance celebrating their 77th Anniversary and it will be their last dance.
UMPQUA AREA COUNCIL – Doris (Neil) Koozer
The Buckeroos have tried something different this winter. Starting with their first dance in January they began holding their dances in the afternoon rather than the evening. This worked well for them with larger than average dances, generally averaging 5 squares. They were able to attract dancers from outside the area, especially the Star Promenaders from Medford. They also introduced a half hour of line dance instruction prior to pre-rounds. Some dancers were then able to line dance in the center while the round dancers were dancing during the rest of the dance.
They resumed their evening schedule with the combined Buckeroo/Timber 8’s Birthday dance on March 28th. They also participated in the Do. Co. Spring Fair for the third time, by doing an hour performance at the fairgrounds.
The Buckeroos joined forces with the Star Promenaders, the Charlie Browns and Beachcombers in sponsoring a New Dancers’ Dance at the Buckeroo Barn on Sunday afternoon, March 22. The dance was well attended with over 130 participants. Four callers and two cuers took turns performing. Dave Cooper did double duty as both a caller and a cuer. Their time was donated, but after expenses were deducted, proceeds were distributed to their clubs. The event began with a luncheon at 1 o’clock.
The Dancing Friends had two classes in progress this quarter, Bolero on Tuesday and Two Step on Thursday. Both were well attended and successful. The Dancing Friends had a party dance on Valentines Day. The DF’s devote a portion of their lesson night to mixed rhythm dancing, so the dancers do not lose the skills that have already been taught.
The Buckeroos anticipate having Jim Steele teach square dance lessons two nights per week in the fall using Sunday and Thursday. Dancing Friends will probably teach two sets of lessons on Tuesday night.
The UAC Fifth Saturday Dance in January was very well attended with Roger Putzler calling and Neil Koozer cueing. It was an evening dance. The UAC will have a dance on May 30th with Jim Steele calling and Neil Koozer calling.
I am sorry I couldn't attend the dance or meeting this weekend. I am in Bend cueing their birthday dance. I am sure it was a great time with Lawrence and MaryAnn!!
Here is a recap since our last meeting.
January and February were very quiet with no travel. I only cued a couple of times in Grants Pass.
March was super busy with Luck of the Umpqua in Roseburg with Dan Preedy, followed by Kitsap Kaper in Bremerton, WA with Tony, Jet & Charlie. Both weekends were successful and, most importantly, FUN. At the end of March, I cued at the Whirlaways in Roseville, CA (an advanced club).
In April, I traveled to Bend to put on a round dance workshop in the morning, and cued the evening dance. I then traveled to Santa Maria, CA. Wonderful opportunity to be featured cuer for the CA State Convention, alongside Sharon Parker. It was a wonderful weekend! April finishes up with a Birthday dance in Bend and then an Advanced weekend in CA.
I try to promote all the festivals and dancing happening in OR. Email me your flyer if you would like me to take some with me on my travels. Roger & Linda Putzler
