I’m realizing why I don’t like Zoom meetings. While they are very efficient and not time consuming, it negates the very important part of our meetings: face to face interaction.

Getting the opportunity to visit with everyone, share information, and ask questions is valuable, too.

2027 MIDWINTER FESTIVAL - Brooke Davison

We are in full swing of planning mode!  We've had our first committee meeting.  Since most lessons are anticipated to be completed by Mid Winter due to the new levels introduced by Callerlab, instead of a New Dancer Hall, we will have a "relaxed" mainstream hall for those dancers who would benefit from a slower pace, less people and standard applications.  Be sure to encourage your new dancers to attend the Relaxed Mainstream Hall if they are intimidated, scared, or overwhelmed by the Mainstream Hall. The Mainstream Hall will be extended application.  Another change we are planning for, is moving the resale clothing to the Vendor Hall.  There are many reasons for this change including better utilization of the vendor hall, removing excess noise from the Round Dance Hall and putting the resale clothing space where the majority of their customers already are.  Stay tuned to the website, Facebook, and OFN for more news about Mid Winter 2027.

2027 SUMMER FESTIVAL - Cece/Sarge Glidewell

We have contacted the Mid-Winter chair regarding the promo party and are preparing our advertisement for the Mid-Winter program book. The committee will be making a visitation schedule as well as planning meeting dates soon.

We have signed contracts back from Blanchet School and the featured caller and cuer who are David & Dawn Mee of Anaheim, CA. We will also offer line dancing on the program. The Klamath Falls group is working on the preliminary plans at this time. We have the bank account set up with Columbia Bank. The registration form is almost ready to go to print. The ribbons will be designed and ordered soon. The committee would like to request our $3,000 seed money from the Federation at this time as well.

2028 SUMMER FESTIVAL - Lorri McIntosh/Rikki Lobato

Contract for caller, cuer and Blanchett Catholic School in the works. Committee is started, still working on a few positions. We have a lot of time, but time flies. Rikki and I are working together to get everything started.

This was a disappointing period because we are down 2 clubs.  Well, 2 clubs became 1, and 1 club quit.  That's not a good trend.

TREASURER –  Lane Clem

Attached are the Federation’s Financial Reports as of April 30, 2026. “Why April” you ask? Ideally, I would make my report to the Federation as of the end-of-month immediately prior to the meeting. But here are my two excuses: 1: The report was due before May month end and 2: I have spent most of my time during the month of May converting our bookkeeping system from Quickbooks to GnuCash (see The Rest of the Story below) and ran out of time. Fortunately, there was very little financial activity during the month of May so all of the information on these reports is very close to what I would report for May 31.

Here are a few highlights of the reports:

1. Balance Sheet Previous Year Comparison – Total assets for the Federation show a loss of over $3,000 over that past 12 months. Remember, the loss in March was over $19,000, so rejoice, it’s good news.

If you are comparing this report to the March Balance Sheet, you may note some discrepancies in the comparison. This is because during the migration of transaction from Quickbooks to GnuCash, I discovered (and corrected) transactions that had been posted to the wrong funds. This Balance Sheet should be a more accurate reflection of the actual balances in the various funds.

2. Profit and Loss YTD Comparison – this compares the total income and expenses for our current year-to-date to the total in the previous year-to-date. Notice that our total income this period compared to that of last year is increased over $3,000, but our total expenses during the same period increased over $5,000. As a result we see a loss of about $2,500 compared to a profit of about $50 last year.

3. Profit and Loss Actual Vs Budget – This report is only a tool to help us keep on track with the income and expenses we forecast at the beginning of the year. The bottom line is that we expected to have lost $1,438 by this time, but we have actually lost $2,520. This comparison will fluctuate month to month throughout the year as income and expenses don’t always appear during the month they were budgeted. The test of the budget will be in the comparison at the end of the fiscal year.

“The Rest of the Story”

1. In March, we were informed by Intuit that we could no longer use our desktop Quickbooks program and must convert to their on-line subscription version. Since the reports HAVE to be done we saw no alternative but to purchase the on-line subscription at their current price of $38 per month for an interim period to get us by.

2. After many hours of searching and researching, I discovered GnuCash. This seemed to be a good fit for our organizations for the following reasons:

a. It is free

b. It resides on the desktop, not of the cloud.

c. It has the basic features needed for recording financial transactions, reporting and budgeting.

3. I spent many hours setting up GnuCash, getting familiar with navigating the application, and migrating transactions from Quickbooks. I discovered some of the negative aspects of GnuCash in the process:

a. There is no easy process for migrating data from Quickbooks to GnuCash. It is primarily manual.

b. Since the process is manual, I limited the history to be migrated to the past 20 months so I will have all of the current fiscal year-to-date transactions and all of the previous year transactions.

c. The rest of the history contained on the Quickbooks system will have to be offloaded onto a storage system such an external hard drive, CD or thumbdrive.

d. Once we feel comfortable that GnuCash is working and we have solved the storage issue with Quickbooks history, we can cancel our Intuit Quickbooks subscription and make rude gestures whenever we hear the word “Intuit” or “Quickbooks”.

4. Reconciliation: This is relatively straight forward with the exception that GnuCash does not provide for reconciling sub-accounts which we utilize. As a result, the Key Bank Checking account statement must be broken into sub accounts on an Excel spreadsheet and the individual funds reconciled from the spreadsheet.

5. Reports: The system provides very basic reporting. However, it does not provide comparative reporting such as we use (for example: P&L Comparison to Previous Year) and does not break down parent accounts into sub-account totals. This is handled manually in Excel.

6. All-in-all, I think this system is workable, although it is a bit cumbersome.

MOTION by Karyn Buchheit to make changes in the P&Ps to the Treasurers Job Description as sent out in the email to all ORSRDC voting members. Robert Swee second thew motion.

Vicki would like to add that the bank statements be sent to an additional person and not just the treasurer. Lane was concerned as he receives several statements every month. It was recommended to have the statements sent to the OFSRDC President and Treasurer. Lane Clem recommended to have the bank statements sent to him and he will provide the president with copies of each statement. Kathy Roberts suggested to have Tim Roberts set up an email for the OFSRDC President, the president will change each year, and the email can be passed to the next president.

AMENDED MOTION by Karyn Buchheit, amended her motion to include “the Treasurer will receive the bank statements and will forward them to the OFSRDC President on the email set up for them. Robert Swee accepted the changes for amending the motion.

Motion carried unanimously.

MOTION by Lane Clem to allow him to purchase a Carbonite back-up software subscription for the Treasurer. Betty Chipps second the motion. Motion was approved unanimously.

Lane Clem discussed the Youth Fund being overdrawn and needing to transfer funds for the current year’s youth scholarship winners. Karyn informed members present that years ago the group decided to fund the scholarships through the General Fund. They also voted to award up to three, $500 scholarships each year. Lane Clem will issue checks for scholarships from the General Fund.

Lane Clem would like to eliminate the OFN Fund, the only money going into this fund is from advertising and can be accounted for in the General Fund. Lane would like to merge OFN funds into General Funds. Betty Chipps would like to table this discussion until the OFN editor, Tim Roberts, is present for the discussion. Lane states he will discuss it with Tim Roberts before doing anything with the funds. OFN Webpage is paid from the General Fund.

EDUCATION/PUBLICITY - Kathy (Tim) Roberts

I continue to perform my usual tasks of monitoring the Facebook page, updating the festival flyer, and helping to promote clubs and councils.

The annual training meeting in September has been cut to 1 hour; it is usually one and a half hours. I will be trimming down the information presented. If you have a question that you would like me to cover during the Training Meeting, please contact me. I will be providing everyone with a thumb drive with the information presented. If you would like me to bring a paper copy to the meeting, please contact me.

Assuming we will have an Education Seminar during Mid-Winter, I am planning on addressing how to help clubs be compliant with annual requirements including which forms need to be filled out and when they are due. I will also give suggestions on what type of things each club officer needs to do. I will be asking Tim Roberts and Lane Clem to help with the seminar.

If any of your clubs need help with promoting their clubs or have questions about what the Federation can do to help them, please contact me.

HISTORIAN -  Marilyn (Ron) Schmit

I think I have made it through all the old paperwork that has accumulated over the years. The last batch of two boxes went to a shred event. Now to look through all the containers to see if I missed anything.

I have several three-ring binders in various conditions to give away. I have no use for them. I also have a box of tablecloths to give away that may date back to 1994 or 2005. Some are green plastic and some are white cloth. Let me know what you want or I can bring to the September meeting in Oregon City.

YOUTH ADVISOR -  Karyn (Matt) Buchheit

I received 2 applications for the state youth scholarships. My committee has reviewed them and have agreed to award both youth a $500.00 scholarship each. Kathy Roberts is making the arrangements for the checks and certificates. As both youth are part of Silver City Squares, Kathy will be at the Silver City Squares dance on June 27, 2026 to present the awards to the youth. This will be done at the club since there is no summer festival this year.

Nothing much to report. I am still waiting for my contact person to let me know if my requested dates have been approved. I will accept names for dancing at the fair anytime between now and the end of August.

USDA- Marilyn (Ron) Schmit

The current count of USDA Affiliates is 57 with 143 votes in delegates.

The schedule for Waco, TX, is Tuesday, June 23 for the Pre-Annual meeting; Wednesday, June 24 for the Annual meeting with three of four delegates expected to attend; and Saturday, June 27 for the Post Annual meeting.

The tentative Winter meeting in January is in Daytona Beach, FL, the weekend before Mid-Winter. I am up for re-election for my third term as Secretary while in Waco.

NEW BUSINESS

  1. Spring meetings - Robert Swee, Central Oregon

    a. We would like to hold the spring meeting for 2027 in April. The P&Ps indicate the meeting must be in May.

    b. We would like to have the section in the P&Ps rewritten to read that spring meetings can be held in either May or June.

    c. Kathy Roberts – a P&P change will need to be voted on. We can ask Tim Roberts to rewrite the sections that specify when the spring meeting should be held. The rewritten sections can be voted on during the next meeting.

    d. The spring meeting for 2027 will be hosted by Central Oregon in Bend, April 18th, 2027.

BLUE MOUNTAINS COUNCIL - David (Sally) Stutzman

CENTRAL OREGON COUNCIL – Tom Klug

High Desert Dancers: Don Bramhall

• The Luau dance was a great success with 4-5 squares.
• Club will sponsor a booth at the Bend Munch and Music Festival.
• (4) New Dancer Dances scheduled on Monday Nights.
• The regular dances are better attended this year.
• Club dues increased to $25.00 per year.

Red Rocks:

• Completed Mainstream Square Dance lessons on April 15, graduating (3) students.
◦ Discussed starting lesson in February, 2027.
◦ The first Double Down/Triple Up dance was well attended in May. The next one is in May with the Red Rocks hosting the workshop.
◦ The former Sundown Ridge Riders are considering becoming a round dance club associated with our club. The tentative name for the club is the “Red Rock Rounds”. Bill Randle and Mike Butler are heading this group.

Sagebrush Brush Shufflers: Gary Chee

• The April Birthday Dance was a big hit with (4) squares. root beer floats and cupcakes were served.

• Dances will be at the Ochoco Gym.

Sundown Ridge Riders:

The club has moved to another council. They are working with the Red Rocks to find a time and location to meet.

EMERALD EMPIRE AREA - Zola Jones

All clubs have been dancing, except Misty Valley Cloggers.  Some clubs go 'Dark' in July and August--so please contact the club before coming to dance with them.

New club, "Emerald Valley Dancers", are now official; have received the State Corporate papers, established bank accounts, and accepted by Emerald Empire Area Council.  New Website is  https://www.facebook.com/EmeraldValleyDancers. It is also listed online in State Federation club's membership information.  Dancing is Mainstream with Rounds, and some Plus tips; 7:00 p.m. to 10:00 p.m. on 3rd Saturdays, and 7:30 p.m. to 10:30 p.m. on alternate Fridays, at Emerald Square Dance Center in Springfield.  There is no longer Single Trees and Whirl-A-ways clubs -- this is their 'merger'.

Special "Life's a Dance Festival" again this year is on August 14 to 16, at the Emerald Square Dance Center, sponsored by the Cascade Callers & Cuers club of Emerald Empire Area Council, featuring Pat Carnathan calling and Rikki Labato cueing.  'Flyers' with information and Registration were put out at the April State Meeting to go to your clubs.  Please remind them to 'mark' their calendars to enjoy another great fun time dancing in a well air-conditioned Hall like we did last year!

Emerald Empire Area Council will be submitting a candidate for the Randall Award.

Our next Council Meeting will be on Monday, July 20, 7:15 p.m. at the Emerald Square Dance Center in Hall 'B'.

INTERSTATE HIGHLANDERS - Cece (Sarge) Glidewell

The Klamath Country Squares Spring lessons have ended and they will be back at the dance hall this Fall. This summer they will be doing some promotional demos with the dancers they have on hand.

The council proposed to host the 2027 Summer Festival the 5th weekend of July in Salem at the Blanchet High School at the April 19 meeting in Klamath Falls. The bid was approved so a great deal of time will be spent planning that event.

MID-WILLAMETTE AREA COUNCIL – Karyn (Matt) Buchheitt for Brooke Davison

The area has started planning new dancer dances for the fall and possibly winter.  With the new Mainstream program and shorter lesson schedule, there aren't enough weekends for all our clubs to host a new dancer dance and it be supported by the other clubs in the council.  We are brainstorming potential solutions such as splitting the new dancer dances between the fall and winter lessons where possible.  We are coordinating with the Callers Association in our council as well to get council from our local callers.

MWA area is looking forward to hosting the Trails End Dance for Summer Festival 2027!  More information to come as we get closer.

We are also interested in assisting plan Summer Festival 2028.

Clubs are busy planning for Fall lessons.  Silver City is still looking for a new club cuer and will be auditioning a few cuers this fall.  IWW, Salem Swingin Stars and Willamette Squares all recently graduated their spring plus classes.  ReVuNQ is celebrating their 50th anniversary dance in June.

PORTLAND AREA COUNCIL - Betty Chipps (Terry Halley)

Haven’t met since March, next meeting June 15th. Looking for a president to take over those duties.

Sat. May 30th Tri-Council (Evergreen Council +PAC+TVC) Dance was a HUGE success with 120+ people at Washington Grange, Vancouver. 12 squares danced to Scott Zinser and Susan Healea, cuer.

We are very glad to hear plans are underway for the 2027 Summer Festival and that 2028 Summer Festival is being discussed..

ROGUE SIS-Q – Blake Smith

Rogue Sis-Q Council had a dance May 29th with Wayne Weaver calling and Rikki Lobato cuing. We had 2 squares in attendance. Our next council meeting will be June 2 at 4:30 in Grants Pass, Josephine County Square Dance Hall.

Charlie Brown Squares: Everyone had a great time at Boatnik Square Dance Festival over Memorial weekend. They enjoyed Hunter Keller calling and Maryann Callahan cueing. The weekend ended with a jetboat and dinner on the Rogue River.

Star Promenaders have a new floor to put down for Diamond Lake festival in July.

Circle N Squares are busy getting ready for the Siskiyou County Fair in C Northern California.

SOUTH COAST COUNCIL – Cherie (Patrick) Cox

No reports received. Our last meeting was in February, Everyone is well, we are getting a new round dance club into our council.

Beachcombers has 2 festivals coming up this summer.

TUALATIN VALLEY COUNCIL – Marie (Lane) Clem

TVC is considering changing to quarterly meetings rather than monthly, following the example given by the Portland Area Council.  Clubs will give their input about this change at the next TVC meeting and a decision will be made then.

The TVC has had a policy to reimburse clubs for up to $200 a year for lessons advertisement expenses.  They are considering lowering the amount or eliminating it, as finances dictate.

Dates for TVC dances in 2027 have been chosen: January 30, May 29, July 31 for a picnic dance, September 11 for the State Meeting at the Pacific Grange near Astoria, October 30 for possible Tri-Council dance, and December 31 New Years Eve dance.

In the past month four TVC clubs have completed Mainstream lessons, Eager Beavers completed Plus lessons, and Oak Hills Squares completed a Phase 2 Waltz class.  All these clubs happily welcomed new members to their clubs.

The next TVC dance will be on August 29.  It will be a potluck picnic at Harleman Park in Cornelius at 3:00 pm, followed by an outdoor dance until 7:00 pm.  George Hermann calling and Julie Stiers cueing.  We are hoping this will become an annual tradition to replace a barn dance that we no longer have.

UMPQUA AREA COUNCIL – Doris (Neil) Koozer

The Buckeroos are focused on the upcoming Buckeroo Round-Up, June 12-14. They have many fun activities planned as well as some great food. Many maintenance projects are in the works, including a new handicapped bathroom, unfortunately due to a floor leveling challenge, the restroom will not be ready for the big weekend. Currently Jim Steele is introducing our plus dancers to the new plus list.

Plans are in the works for Jim Steele to teach the beginning square dance class in the fall. It will begin on September 10th and will meet on Sunday and Thursday evenings throughout the lessons. It should be completed by the end of October.

The Dancing Friends finished their Bolero Class mid-May, and the Two-step class at the end of May. In the fall dance activities will be restricted to Tuesday evenings. They will be doing advanced dancing starting at 5:15 pm, followed by a dance teach, blending into easy level mixed rhythm dancing ending at 6:45 pm. A beginning Waltz class will then go from 7 to 8:30 pm.

The next UAC dance will be in conjunction with our 3rd annual outdoor BBQ. This year the BBQ will begin at 4PM, followed by a dance with Jim Steele and Rod Skinner at 6PM. On October 31, we will have a Harvest Time Masquerade Square Dance with Randy Dibble and Neil Koozer.

Things have been pretty quiet since the last meeting in April. I've been busy dog/house sitting and attending some dances here and there.  I attended an Advanced weekend in CA and Silver State in NV, cued our council dance and attended my nephew's graduation (which is why I am not on the Zoom meeting). I finished teaching classes in Grants Pass and will start teaching classes in Medford on June 9th. I hope this change will be positive on several levels. June is busy with attending Buckeroo Roundup and then 10 days in Waco for my first Roundalab and National Convention.  I am really excited and plan to share all the information I can regarding dancing in Oregon!  July is filled with a holiday weekend at my best friend's place and then Diamond Lake mid month.  I hope everyone has a great summer and I look forward to seeing you at one of the fun dances coming up.

Cece- forgot to say Summer Festival 2027’s seed money was received and they can move forward.

Robert Swee- came across a video that speaks to the benefits of dancing, beating, running and walking. It’s done by a doctor. I will send everyone a link to the video through email.

Zola- question for PAC, upcoming September information to make hotel reservations. Betty Chipps: Flyers are in OFN under special dances.

Joyce- don’t forget to get the Randall Award nominations by July 15th to Patrick Cox and myself, Joyce Welton.
